The Risk Economy core business is moving towards prevention. In Mediterranean cities,
this path finds a significant obstacle in Austerity policies. It is therefore essential that the
limited resources available are used for the implementation of products and best practices
that are able to achieve both significant effectiveness in resilience and substantial results in
inclusiveness, social services and urban quality. The experimentation conducted by the
author in the Research Project Metropolis shows that, for hydraulic aspects, the holistic
approach to urban complexity inherent in “Water Sensitive Urban Planning” allow to
combine these competing needs better than “Water Sensitive Urban Design practices”. To
this end, however, it is necessary that planners are supported by forecasting models that can
also quantitatively assess the resilient effects of the proposed solutions.
