PNRR and territorial authorities: in particular, development challenges for large metropolitan cities

The scope of this paper is to explore the role that Regions and local authorities are called upon to play in the face of the challenges of the Next Generation EU and the PNRR. Indeed, even though these administrative bodies have apparently been excluded from any decision-making process leading to the formulation of recovery policies, they are vested with the fundamental task of implementing the established purposes, at both European and national level. In this perspective, a role of significant relevance seems to belong to the metropolitan cities, with the view of pursuing those objectives of national interest that the legal system entrusts to them.
