Protecting the Ladscape: Notes and refl exions.

Abstract

Th e landscape is a culural asset which belongs to everybody and it is safeguarded by theconstitution of republican Italy (art. 9) and therefore both citizens and legislators are obliged to contribute to its safekeeping, conservation and appreciation and intervening to keep upits maintenance and to plan wherenever necessary for its well-being and restoration. Th eworsening of the landscape depends on its incapacity to “turn a profi t”, and thus it notonly has discouraged both public and private investments aimed at a balanced use of thelandscape but its cultural value has also been debased exposing it to the crassest land and housing exploitation.
