Abstract

The essay analyses the forms of government in two border cities which may be compared despite their different regimes: Gaeta in the Kingdom of Naples and Terracina in the Papal States. After recalling the main historical developments of both cities, the paper examines their institutions and socio-political groups, as well as the role played by the latter both at local levels and at the royal court or papal curia. The essay also stresses the importance of the territory in both cases – even if possibilities for expansion were limited – and the importance of negotiation with the monarchy or papacy as a central point of urban political action, although the forms of communication followed different paths. Urban political culture was also expressed in different ways, but in both cases, this was the result of social behaviour and institutional forms.
