Riforme costituzionali in itinere e ricadute sull'assetto democratico rappresentativo. Riflessioni in prospettiva

Abstract

The text analyzes the two constitutional review procedures, implemented by the “government contract”, concerning the proposed law on popular legislative initiative and referendum and to the proposed law on reduction of parliamentarians. The reform as a whole poses important questions of constitutional law, with particular regard to the relationship between representative democracy and direct democracy. The text highlights the critical aspects of the proposed laws in relation to maintaining the institutional balance and develops some reflections starting from the "method" of constitutional reforms.
