INNER AREAS NATIONAL STRATEGY AND EXTRAORDINARY POSTEARTHQUAKE 2016 RECONSTRUCTION PROGRAMS: A POSSIBLE AND NECESSARY CONVERGENCE TO REGENERATE THE FRAGILE AND MARGINALIZED TERRITORIES OF THE CENTRAL APENNINES
As known, the internal areas, far from the centers that provide essential services, and characterized by a prolonged demographic and economic decline, represent a particularly significant prototype of marginalized areas, just as the mountainous territories of the Apennines identify fragile areas repeatedly hit by natural disasters and particularly exposed to seismic phenomena. Once the areas affected by the 2016 earthquake were identified, there was a partial overlap between the two phenomena and the need to make the policies
promoted to address them coherent and synergistic. The contribution intends to analyze the characteristics of the two phenomena, highlighting the synergistic elements, the conflicts or the absence of dialogue, through the analysis of data relating to two internal areas in the Marche region in which the research group played the role of intermediary, engaged in the construction of post-earthquake reconstruction paths in which they realized the need to establish useful alliances with other projects and policies in progress.
