Abstract

FINANCIAL DIMENSION AND IMPACTS OF EU AND NATIONAL POLICIES AT LOCAL LEVEL. THE MATESE CASE IN CAMPANIA

The paper is inspired by the activities promoted and developed within the project
“Rehabilitating Countries. Operational Strategies for the Enhancement and Resilience of Inland
Areas” (RI.P.R.O.VA.RE) and is aimed at an initial evaluation of the local scale impacts of
extraordinary public funds of the most recent EU and national policies. Once some quantitative
indicators have been defined, concerning the actual availability of data on a municipal scale, an
experimental application has been proposed in the Matese area in Caserta Province. The
evaluation experience has the purpose of starting, after a reconstruction of the local planning
framework, a reflection on the impacts of the most significant public investments at the local
scale, in particular in inland areas, as a useful learning activity to promote effective development
policies. In this regard, the definition of effective indicators at the municipal scale, according to
the objectives of the 2030 Agenda, could support more efficient local development initiatives.
