Abstract

RESILIENCE MATRIX: A TOOL TO DRIVE THE INNER AREAS’ DEVELOPMENT

The paper provides an operational tool to better understand the resilience features of inner areas: often the “re-centralization” policies set up for these territories assume resilience as a final “goal” to be achieved, in the lack of adequate tools to analyze current levels of resilience and evaluate the effectiveness of the implemented policies. The setting up of the Territorial Resilience Matrix grounds on an interpretation of resilience as a set of characteristics that make a territorial system able to withstand, adapt or even transform
itself in the face of both the multiple stress factors it has to cope with, and the potential shocks it could suffer due to the multiple hazards that often affect inner areas in Italy. The Matrix has been tested on an inner area in the Campania Region: the Matese area, in the Province of Caserta.
