Abstract
The need to renew city planning document format comes from both changed objectives of today urbanism and planning theories and methods as they became practices on the
European pressure. This essay discusses beliefs inspiring thinking trends and their effects over planning practice. From this critical exploration I deduce some basic principles to have
a more effective urbanism and more able to cope uncertainty. I specially focus on structural and operational components of the urban plan and propose a new interpretation of them,
also if it is grounded on deep understanding of the rationale motivating their sense in some crucial normative and cultural passages in Italy.
