REGENERATING DISUSED SITES TO REALIZE EFFICIENT “SOCIAL INFRASTRUCTURE”
Abstract
Recent COVID-19 crisis has substantially influenced the discussion concerning urban life management methods. Services offered to citizens proved to be inadequate in all countries affected by emergency. The possibility to assign a new “social” function to disused sites, which has already been partially tested by Civil Protection during the emergency phase, represents an important urban governance aspect that should not be forgotten after the critical period end. This paper proposes and tests a GIS-based methodology to identify and assess disused or under-used areas within municipal territories. The GIS process locates disused sites associated with higher environmental comfort through a progressive territorial screening and the subsequent analysis of the environmental quality of the detected areas, in order to define adequate intervention priorities.
