Port, city, territory: economic development and urban quality in the case study of Salerno

Abstract

Cities are the collective expression of a society and in seaside cities this phenomenon acquires peculiar values, since maritime communities share a unitary identity in the remarkable link with maritime essence, ships and navigation. Maritime urban landscape may be really perceived only from the sea and during navigation, through a dynamic perception able to give its complexity back. Architecture in seaside cities is rooted in the sea itself, which shapes the urban landscape, fosters the cultural evolution, affects social dynamics and makes economy be on the move. The ever rising sea trades, brought about markets’ globalization, fostered port’s development, which, if well run, is still today able to provide new opportunities for sea towns. The approach to an urban planning focused on a “from the sea” perspective suggests to deal with both the port and urban dimensions. Through this kind of approach, the Port may acquire a new leading role in the renewal of urban coastal areas, becoming, thus, the driving force of its (self)development and, at the same time, of the local urban sustainable development. Rather than being univocal, the relationship between city and port constitutes a quite complex continuous process, which calls for physical and cultural changes, often difficult to deal with and fulfill; a process in which different subjects and resources, often at odds, are involved. In this study approach we will focus on Salerno, where, through the cultural continuity of maritime tradition, the rise of port activities has been matched with an urban vision designed to reshape the urban waterfront (Fig.1).

 Salerno has identified policies and methods designed to undertake a renewal — along with Administration, Port Authority and Private Citizens — by sharing actions and projects to make waterfront more suitable and “tantalizing”, to improve the quality of urban life and, simultaneously, to take advantage of the potential of these precious areas, guaranteeing a strategic perspective in which local peculiarities and historical memory are highlighted.

Andrea Annunziata, Autorità Portuale di Salerno

Qualified Lawyer.

From 2001 to 2006, MP and Member of the Justice Committee – Chamber of Deputies.

From 2006 to 2008 he worked as a Member of CIPE Committee for sustainable development, President of the National Council for Transport and Logistics and Undersecretary at Ministry of Transport. As such, in order to foster the Italian foreign trade, he coordinated the implementation of national and international projects relating to air, sea and land transportation.From 2008 to date, President of the Salerno Port Authority.

Massimo Clemente, Consiglio Nazionale delle Ricerche - IRAT

Born in Naples in 1962, he is Research Director of the City and Architecture Group at the Institute for Service Industry Research, National Research Council of Italy. The group collaborates with United Nation agencies, European Union institutions, universities, research centres, government and local authorities. The research activities are concerned with the city and architecture as tools to realize sustainable development in three dimensions: environmental, social and economic.

During his career he has studied innovation technology and urban change, sustainable mobility and intercultural cities. At present, he is focussed on the possible contribution of urban planning and design to local sustainable development process - in particular, in seaside cities where the local identity is strictly connected to sea and to maritime identity. Furthermore, he elaborated the concept of the post-global city, which preserves local cultural identity while taking advantage of all the opportunities coming from the world economy and from information and communication technologies at the global level.

He has taught at the Second University of Naples, the University Tor Vergata in Rome, the PhD Course of the Faculties of Architecture of Naples Federico II, Genoa and Palermo.He has received scientific awards from the Aldo Della Rocca Foundation (1997 and 2001) and in 2011 he won the international competition for the Nichelino 2010 Master Plan for redesigning and regenerating the district of Nichelino in Northern Italy (Piemonte Region). 

Eleonora Giovene di Girasole, Consiglio Nazionale delle Ricerche - IRAT

Architect, PhD in Evaluation Methods for the Integrated Conservation of Architectural, Urban and Environmental Heritage. Since 2003 she has participated in the scientific activities of University of Naples "Federico II" and research activities at the National Research Council of Italy, with a focus on the sustainable upgrading of the suburbs, intercultural cities planning and the integration between urban transformation and mobility management. She is young research at the Institute for Service Industry Research, National Research Council of Italy and teach at the Department of Architecture at the University of Naples "Federico II". She teach at the Department of Architecture of Naples “Federico II”.

Elena Valentino, Autorità Portuale di Salerno

Master Degree in Civil Engineering, University of Salerno - Italy. From 1998 until 2002 has worked at Province of Salerno, Transport, Environment and Local Heritage.

From September 2002 has been Senior Technical Manager of “Salerno Port Authority” - Italy. Responsible for the most important infrastructural developments at the Port of Salerno.

As an experienced consultant as well as employed in the public sector, has developed a good understanding of the legislation relating to her field of expertise such as: Sea Works, Local Heritage, Urban and Territory Planning and production methods for public infrastructural works according to the Italian and European legislation.
