Abstract

The analysis of the state of forms and policies of the representative institutions is stimulating an interesting doctrinal debate also on the basis of the institutional reforms promoted (reduction of the number of parliamentarians) or still under study (differentiated regionalism). If, on the one hand, the streamlining of the Parliament appears to be a choice that can mostly be shared by the majority doctrine, at least on the profile of the choice of the reduction of the number of parliamentarians, the initiation of the procedure ex art. 116, paragraph 3, Cost., suggests more than ever a close and in-depth discussion on the reasons and consequences of a procedure started "in secret" and of which little is known in form and content.
The not too disguised attempt at a real "secession of the rich" has inaugurated numerous comparisons between politics and the scientific community.
The pre-agreement signed by the Gentiloni Government, near the end of the legislature, represents an act of substantial direction, a sort of assumption of political responsibility that the current Government (even if of a different colour) appears intent on completing.
The method and the merit are still unclear: the profile of resources, the decentralization of powers, the extension of the matters to be attributed to the "applicants for differentiation" are profiles that should be deepened, especially in order to avoid that the tendency of the irreversibility of the procedure de jure condendo, puts the Parliament at the door, limiting it in its legislative function, in particular of that (not only possible) amendment.
The risk is twofold: to break up the country by inaugurating an endless dispute between competing regions.
