Asymmetrical regionalism, introduced by Constitutional Law No 3/2001, is now seeing its problematic implementation process move forward. The implementation of Article 116(3) of the Constitution poses a number of questions. Equalisation measures, standard costs and the determination of essential performance levels (“livelli essenziali delle prestazioni”) are constitutional prerequisites for the implementation of asymmetrical regionalism. While, with regard to the procedure, and the same matters and functions to be attributed to the region, and relative "costs", the role of the Parliament must be safeguarded, because the differentiation of autonomy cannot be limited only to the agreement between the Executives of the State and the region concerned.
