The European Parliament and the phoenix of the transnational college

The election of the European Parliament, notwithstanding the reversal trend of the last turnout of the 2019, has constantly seen a decreasing interest from the European citizens. This tendence has many reasons. Amongst these a relevant factor is surely the presence of an electoral system based on national constituencies with few common rules. The necessity to give to the European election a greater unitary connotation is discussed within the European Parliament in particular since more then 20 years, with the intent to facilitate the identification of the citizens with the EU Institutions. The main proposal in this sense is to create a pan-european constituency, in which the European voters at large contribute to nominate eurodeputies coming from all the EU Member States. In the article, after having decribed the reasons for and against the introduction of this new system, the content of the recent poroposal advanced by the European Parliement, which provides also the institution of a pan-european constituency with 28 eurodeputies, has been analiysed. Proposal that, in the author’s opinion, has different weakening points
