Abstract

The unsatisfactory outcome of the Conference on the future of Europe, if compared to the historic occasion presented by the Conference itself, is traced to an articulated vision of this exercise, based on the analysis of the events that marked CoFE working groups and the activity of its various components. Indeed, the strong and cohesive solidarity that European countries shared after the invasion of Ukraine permeated the work of the Conference. Nonetheless, the challenges of the Union and of its complex institutional balances made it difficult to use this opportunity to make a qualitative leap in the integration process
