National civil service and European conditionality

The article analyses how the European Union exercises its influence above the Member States as regards their civil service systems, focusing on the role played by the conditionality tools. After having described the set of competences provided by the Treaties which are already used by the EU to interfere with the national institutional autonomy, the essay delves into the specific issues arising when conditionality comes at stake. Actually the latter has been developed in international law and, after that, has been progressively transplanted into the European legal order. Last, the NGEU is prominently premised on it, even though it shows some peculiar and innovative features which deserve a separate analysis. Therefore, the article firstly takes into account how the economic governance has influenced the Italian civil service system insofar. Then it appraises the peculiarities of the NGEU in performing the same task
