Towards participatory water resource management models

The article focuses on the complex legal status of water, with the aim of
attempting to outline the regulatory framework for the creation of a water resource
management model that preserves its social function. Indeed, the water management model
must necessarily be designed in the exclusive interest of citizens, since it is a resource that
is indispensable for human life, but not unlimited. Therefore, no model that considers
privates interests or aims to protect competition seems appropriate for this sector.
In this sense, it seems necessary to encourage the participation of citizens in the management of the resource, as, for example, happens in the current management of water
in Naples.
