The 'government' of the health emergency. What effects on the economic constitution and on the European "federation" process?

In this paper, an attempt was made to investigate the impact on the economy of the health/epidemiological crisis, resulting from the spread of the Covid / 19 virus. A substantial rebalancing of constitutional values has been noted, to the detriment of business freedom, in the light of this research. The events of the pandemic trend has confirmed these trends, even with the limitation of movement of people and goods in Europe. However, the European Union, that has been not particularly active in a first phase, took note of the importance and the historical drama of the moment, becoming aware that this moment could become a turning point towards a truly federative option, or a moment of definitive emergence of centrifugal nationalisms. The plurality of funds provided by the European Union testifies the European Commission clear will to go decisively towards the first option.
