Between the folds of Legislative Decree no. 91/2014 (so-called "competitiveness decree" or "growth decree"),
converted with amendments into Law no. 116/2014, some rules may be found regarding
promotion of the production of electricity from photo voltaic plant that, for
as being of a "sectoral" nature, call for some, more general, considerations of
constitutional order with regard to their legitimacy.
