Abstract

The article intends to investigate the effects, whether conjunctural or permanent, of the National Recovery and Resilience Plan on intra-governmental relations, starting from the analysis – constitutionally oriented – of the progressive evolution of the governance of the National Recovery and Resilience Plan from the Conte II Government's draft, to the architrave outlined by the Draghi government, to the changes made to it by the Meloni Government through the approval of Decree-Law no. 13/2023. In particular, the aim is to examine the impact that the process of European integration, and in this specific case the implementation of the National Recovery and Resilience Plan, has had on the verticalization of the Executive and on the relations, historically not always irenic, between the Presidency of the Council of Ministers and the Ministry of Economy and Finance
