As a response to the challenges of climate change, environmental degradation and the social and economic crisis, Europe has approved a set of documents and measures to promote a “greener” and, at the same time, “more social” Europe. The two concepts are addressed in separate strategic documents, leading to think about the need for a trade-off between economic, social and “green” growth. The circular economy model can help to reduce this trade-off. This contribution aims to highlight how the circular economy model can be a development model for large cities, but also for small and medium-sized cities, to become “circular cities”. The perspective of the landscape is here proposed as an approach orienting possible solutions for the development of the circular city. Focusing on the Italian context, the metropolitan city of Naples and the role that some factors may play in its transition to the circular city model are analyzed.
