Regional policies and renewable energy communities
Renewable energy communities (RECs) constitute a distributed and collaborative model of energy production and consumption that is fundamental in fostering energy transition. This article presents the preliminary results of a survey and comparative analysis of the set of policies, mostly public, currently being implemented in Italian regions and autonomous provinces to facilitate REC-building processes. The starting point is the legislation related to RECs, a procedural framework in which various categories of measures for promoting energy communities are articulated (financial support actions, coordination mechanisms between public and private actors, guidelines for heritage-based renewable energy development, evaluation and monitoring programs, etc.). By discussing recurring patterns and territorial differentiations between regional policies, the paper aims to trigger a reflection on the enabling and disabling factors for the diffusion of RECs in Italy, while facilitating multi-stakeholder mutual learning and capacity building across regional policy networks.
