Abstract

The transition from fossil to renewable energy needs changes in land use. The development of renewable energy sources introduce extra and sometimes new externalities, such as shadows and noise on landscape. There are governments who are experiencing difficulties when developing renewable energy sources especially when existing land owners (and others) start anticipating on those externalities. Therewith, land use conflicts have become a major issue for governments in meeting renewable energy policy objectives. This paper explores the way how three dilemmas: tiers of government dilemma, mode of governance dilemma and norm-setting dilemma are approached by public authorities using policy documents, interviews, literature research and examples of the Dutch energy transition.

Thomas Hartmann, University of Wageningen (NL), Universiteit Jan Evangelista Purkyně (CZ)

Associate Professor at the Land Use Planning Group of Wageningen University & Research. Thomas Hartmann has a special expertise and research interest in (1) Planning theory, with a specialization in aspects of justice and ethics in the city; (2) Land policies and planning instruments; and (3) Land and water governance, with a focus on risk management of river floods. Thomas Hartmann is also the acting vice president of the international academic association on Planning, Law, and Property Rights.

Tejo Spit, Utrecht University (NL)

Full Professor in urban and regional planning at the Department of Human Geography and Planning (Utrecht University). He is also associated with the Land Use Planning Group at Wageningen University. His specialisms are: land policy, planning methodology, infrastructure planning and administrative aspects of spatial planning.
